Who can use the Warm Homes Loan Scheme
Last reviewed: 20 July 2026
The loan is open to owner-occupiers and private landlords borrowing in their own name, across England, Wales, Scotland and Northern Ireland. It funds heat pumps, solar, batteries and rural biomass. It does not fund insulation, business borrowing or leasing. The lender makes the final affordability decision.
Who qualifies
- Owner-occupiers. If you own and live in your home, you can apply once lenders open.
- Private landlords. Landlords borrowing personally are eligible. Company and portfolio borrowing through a business is not part of this scheme.
The scheme is a lending scheme, so a lender still assesses affordability and runs a credit check. Being eligible for the scheme is not a guarantee of being approved for a loan.
Which measures are eligible
| Eligible | Not eligible |
|---|---|
| Air and ground source heat pumps, with radiators and pipework | Insulation of any kind |
| Solar panels | Structural or general building works |
| Battery storage | Business or company borrowing |
| Biomass boilers in rural, off-gas homes | Leasing arrangements |
Insulation is not covered by the loan, but lower-income households in England may get it fully funded through the Warm Homes: Local Grant. Check that first, as it can also cover solar and a heat pump where suitable.
