The Warm Homes: Local Grant, explained
Last reviewed: 20 July 2026
The Warm Homes: Local Grant funds energy improvements for lower-income households in England whose home has an EPC of D to G. Unlike the loan, this is money you do not repay. It can cover insulation, solar and a heat pump where suitable, and runs April 2025 to March 2028.
Who qualifies
You need a home in England with an EPC of D, E, F or G, plus one of the routes below. Local councils deliver the grant, so exact rules vary a little by area.
- On a qualifying benefit. Including Universal Credit, Pension Credit, Housing Benefit and others listed below.
- Lower income. A gross household income under £36,000. PIP, DLA and carer payments do not count towards this figure.
- A lower-income postcode. Homes in the most deprived postcode areas can qualify on that basis.
- Local flexibility. Councils can include households vulnerable to a cold home, on free school meals, or receiving council tax reduction.
Qualifying benefits
Universal Credit, Pension Credit (Guarantee or Savings), Housing Benefit, Income-based Jobseeker's Allowance, Income-related Employment and Support Allowance, Income Support, Child Tax Credit, Working Tax Credit
Renting privately?
Private tenants can benefit too, with the landlord's consent. Landlords are usually asked to contribute around 50% of the cost of the work. If you rent, our funding wizard produces a short guide to raising it with your landlord.
